Subway - What's in it? Pt. 2 - Cookies

We now take a look into the disturbing side options subway offers pertaining to Australia.

Let's start with cookies specificall M & M:

CHOCOLATE CHIP M&M COOKIE Wheat Flour, Sugar, Butter:(Cream, Water, Salt), M&M's Candy: (Milk Chocolate: (Sugar, Milk Solids, Cocoa Mass, Cocoa, Butter, Vegetable Fat, Emulsifier (Soy Lecithin), Salt, Flavour), Sugar, Wheat Starch, Wheat Glucose Syrup, Vegetable Gum (414), Colours (171, 129, 102, 110, 133, 162, 132), Thickener (Dextrin), Glucose, Water, Milk Protein:(Whey Powder), Chocolate Chips:(Sugar, Cocoa Liquor, Cocoa Butter, Emulsifier (Soy, Lecithin), May Contain Nut Traces), Milk Protein: (Skim Milk), Baking Soda:(Sodium Bicarbonate), Vanilla Essence: (Water, Flavour (N, I , NI), Solvent (Ethanol), Colour (150, Wheat), Preservative (211), Food Acid (330)) May Contain: Palm Oil, Unsweetened Chocolate, Emulsifier: E322, Vanilla, Colour E133, Arabic Gum, Eggs, Water, Molasses, Raising Agent: E500. May contain traces of peanuts, tree nuts and sesame.
ukfoodguide.net says the following about colour e133:

            Not recommended for consumption by children.
Banned in Austria, Belgium, Denmark, France, Germany, Greece, Italy, Norway, Spain, Sweden and Switzerland. 
It further goes on to say the following regarding color 129:
May have slightly less allergy/intolerance reaction by aspirin intolerant people and asthmatics than most of the azo dyes, although those with skin sensitivities should be careful. Allura red has also been connected with cancer in mice.
Not recommended for consumption by children.
Banned in Denmark, Belgium, France, Germany, Switzerland, Sweden, Austria and Norway.
 On color 102 they state:
Tartrazine appears to cause the most allergic and/or intolerance reactions of all the azo dyes, particularly amongst those with an aspirin intolerance and asthmatics. Other reactions can include migraine, blurred vision, itching, rhinitis and purple skin patches, (because of this more use is now being made of Annatto (E160b). In conjunction with Benzoic acid (E210) tartrazine appears to create an over-activity in children.
Not recommended for consumption by children.
The Hyperactive Childrens Support Group belive that a link exists between this additive and hyperactive behavioural disorders in children.

Whilst being a very commonly used colour in the UK its use is banned in Norway and Austria.
On color 110:

Side effects are urticaria (hives), rhinitis (runny nose), nasal congestion, allergies, hyperactivity, kidney tumors, chromosomal damage, abdominal pain, nausea and vomiting, indigestion, distaste for food; increased incidence of tumors in animals.
It appears to cause allergic and/or intolerance reactions, particularly amongst those with an aspirin intolerance.
Not recommended for consumption by children.

Best avoided by people with allergy reactions as it may cause skin sensitivity, a skin rash similar to nettle rash, itching, high blood pressure and breathing problems.

Banned in Norway.
What do all these have in common? "Not recommended for consumption by children". Yet, M & M cookies seem almost exclusively targeted at children. Why is this the case? Colors that are obviously dangerous to both children and adult and even banned in many countries, why is it that we use them?

This is the case across the board with regards to cookies with the sole exception of ANZAC cookies which to my knowledge were discontinued.
